Water Treatment Plant Procurements – Sundt Construction

The Willamette Water Supply System (WWSS) Water Treatment Plant (WTP_1.0) is a new, seismically resilient water treatment plant with an initial treated water capacity of 60 million gallons per day. WTP_1.0 is in the City of Sherwood in Washington County, Oregon. The water treatment plant construction will require participation from many subcontractors and suppliers.
A guiding principle established for the Willamette Water Supply System is to provide contracting opportunities that benefit the local economy, provide jobs, and support regional economic development. Sundt Construction (Sundt), the Construction Manager/General Contractor (CM/GC) for the Willamette Water Supply Water Treatment Plant (WTP_1.0) Project, will support this guiding principle to allow and encourage businesses to participate in the opportunity to bid amongst 70+ work categories that will be distributed in two (2) bidding opportunities. The Portland region is a thriving major metropolitan area with several companies able to perform in each of the work categories needed to construct the WWSS WTP.

Prequalification Process
Each bidding subcontractor shall be prequalified by completing Sundt’s web-based process at https://www.sundt.com/subcontractor-portal/. Any questions, comments, or concerns regarding the prequalification process can be directed to prequal@subqual-llc.com or by phone at (800) 407-6192.
Obtaining Bid Documents
The Sundt team utilizes SmartBid Construction Bidding Software, a web-based platform that helps to manage the bidding process electronically. SmartBid will be used for bid solicitation and bid submission/receipt; signing and execution of the Confidentiality Agreement; sharing of drawings, specifications, addenda, and other supplemental bid information; and issuance of other pertinent communication to all prospective bidders. All subcontractors and suppliers are encouraged to bid on the specific work categories which include documents prepared for each category. Bid documents are anticipated to be available to Subcontractors and Suppliers for the multiple bidding opportunities as follows:
- GMP 1: Bid advertises Sept. 27, 2021. Bids due Nov. 4, 2021 @ 3 pm (PT). Scopes include erosion control, tree protection, tree removal, earthwork, underground yard piping, temporary electrical, long-lead equipment purchases, structural concrete, structural steel, miscellaneous metals, framing & drywall, flooring, painting, roofing, windows, doors and hardware, electrical and controls, fire alarm, security, fire sprinkler, HVAC and dry mechanical, plumbing, process piping, process equipment installation, remainder of equipment purchases, and more.
- GMP 2: Bid advertises eary-August 2023. Bids due September 15th. Scopes include curb and gutter, sidewalks and flatwork concrete, asphalt pavement, striping and signage, fencing, landscaping and irrigation, and more.

Due to the proprietary nature of certain components of the project, prospective bidders will be required to sign a Confidentiality Agreement prior to accessing the bid documents on SmartBid.
